Help! my dell xps is about to launch itself!!? - pc thermostat

lately every time I return to my Dell XPS, all lovers of speed, as if my PC is about to be sent into space. I always end up pulling off the computer for fear of damage to the fans.

The few times that the restart of the PC I get the following error message "PCI-Express X1 runs - Press F1 to continue or F2 for setup"

something wrong with the fan / thermostat?
